What is E-Waste Authorization?
Authorization under E-Waste Management is the official permission granted to manufacturers, dismantlers, refurbishers, and recyclers to generate, handle, collect, store, transport, refurbish, dismantle, recycle, treat, and dispose of electronic waste (e-waste).
These rules apply to all entities involved in the manufacture, sale, transfer, purchase, collection, storage, and processing of electrical and electronic equipment (EEE) and their components, as specified in Schedule I of the E-Waste Management Rules.
Exemptions from E-Waste Authorization
The rules do not apply to:
Used lead-acid batteries (covered under the Batteries (Management & Handling) Rules, 2001).
Micro-enterprises (as defined under the MSME Development Act, 2006).
Radioactive waste (regulated under the Atomic Energy Act, 1962).
Who Needs E-Waste Authorization?

Procedure for Obtaining E-Waste Authorization
Step-by-Step Process
Fill the Required Form (Form I, II, or III based on business type).
Prepare Necessary Attachments (documents listed below).
Sign the Documents (by an authorized representative).
Submit Application to the State Pollution Control Board (SPCB) or Central Pollution Control Board (CPCB) with the applicable fee.

Specific Procedures for Different Entities
1. For Manufacturers
Definition: A manufacturer is any entity engaged in producing EEE under the Companies Act, 2013, Factories Act, 1948, or MSME Act, 2006.
Steps:
Submit Form 1(a) to the SPCB within 90 days of rule enforcement.
Authorization is valid for 5 years.
2. For Dismantlers & Recyclers
Definition:
Dismantler: An entity that breaks down e-waste into components with authorization from SPCB.
Recycler: Processes e-waste to recover materials.
Steps:
Submit Form 4 (in triplicate) to SPCB within 120 days of rule enforcement.
Attach the following documents:
Consent to Establish (CTE) & Consent to Operate (CTO)
Registration Certificate (from District Industries Center or Govt. Agency)
Plant & Machinery Capacity Details
3. For Refurbishers
Definition: A refurbisher repairs used EEE to extend its life and resells/returns it.
Steps:
Submit Form 1(a) (in triplicate) to SPCB within 120 days of rule enforcement.
